Job Description

The Director, Procurement & Contracts is responsible for the planning and control of KAPSARC project requirements, purchasing activities including related administrative processes and contract negotiations and awards in order to ensure the appropriate contract management and purchasing activities are executed within KAPSARC policies and procedures.

Required qualifications

  • Bachelor’s degree in business administration or related field
  • Master’s degree is desirable

Experience

  • 15 years work experience in a managerial procurement role with increasing responsibilities within a mid-sized organization
  • Significant experience in MS Office and standard industry procurement software and databases
  • Significant experience in technology and procurement information systems
  • High proficiency in ERP applications (SAP/Oracle)
  • Excellent command of the Arabic language (spoken/written)
  • Excellent command of the English language (spoken/written)
  • Contribute to the development of strategies and policies within own area of control
  • Participate in strategic planning, goal setting and budgeting processes within own area of control
  • Lead and monitor preparations of regular achievement reports and progress against targets and budgets
  • Study and analyze positive and negative deviations and suggests solutions to improve performance and results.
  • Monitor and adhere to relevant professional procurement code of practice and ethics
  • Direct the procurement function’s strategic direction, development, and future growth in alignment with KAPSARC objectives and goals
  • Facilitate and promote effective communication with all levels of staff, customers/organizations, and suppliers
  • Provide professional supervision and guidance to others within scope of practice
  • In-depth knowledge of management principles and techniques of administration, to include:
    - Internal and external environmental analysis
    - Demand and supply analysis
    - Knowledge of strategic and operational procurement planning
    - Procurement performance review and analysis
  • High-level understanding of purchasing management to include but not limited to:
    - Requisition management
    - Purchase ordering management
    - Expediting management
    - Receiving and returning materials, goods and services
  • High-level understanding of contracting management that includes but not limited to:
    - Contract planning and generating bids
    - Receiving and evaluating proposals/quotations
    - Generating contracts
    - Managing contracts
  • High-level understanding of planning and supplier relation management that includes but not limited to:
    - Strategic sourcing planning management
    - Performance review management
    - Identifying suppliers/vendors
    - Defining suppliers/vendors categories
    - Managing relations with suppliers/vendors
