Dongmei is a principal fellow at KAPSARC with a focus on energy trade, energy investment and regional energy cooperation. She has more than 20 years of experience in China’s energy and climate change policy development. Before joining KAPSARC, she worked at the Institute for Industrial Productivity (IIP) as a senior advisor and head of the China office, developing and disseminating best practices to improve industrial energy productivity. Before working at IIP, she worked at WWF China as director of the Climate Change and Energy Program, leading the design and implementation of the Low Carbon City Initiative in partnership with local Chinese governments and international networks. Before working at the WWF, she worked at China’s Ministry of Science and Technology, the Ministry of Water Conservation, and the Xinjiang Wind Energy Company.

Noura Mansouri is a senior fellow in the Climate & Sustainability team under Knowledge and Analysis. She is leading two projects: (i) The Circular Carbon Economy Technology Roadmaps (CCE-TRMs), and (ii) the Nationally Determined Contributions Implementation Roadmaps (NDC-IRMs). Noura served as the (lead) co-chair of the T20 Task Force on Climate Change and Environment/Sustainable Energy since the Saudi G20 presidency and continued the role under subsequent presidencies including the Italian, Indonesian and Indian G20 presidencies. Dr. Mansouri has over 20 years of research and professional experience including academia, think tank, and international energy company experiences. She earned her MBA and Ph.D. degrees in climate change, sustainability and energy transitions from the University of London and completed a postdoctoral fellowship at MIT. She is the author of Greening the Black Gold: Saudi Arabia’s Quest for Clean Energy. Noura has published extensively and spoken widely on climate change, sustainability, and energy transition.

Dr. Rolando Fuentes was a research fellow focusing on business and regulatory models for the Utilities of the Future project. He has extensive experience in the energy and environmental sectors as an academic and policymaker. Rolando was the director of international negotiations at the Mexican Ministry of Energy and later became director of hydrocarbons projects. Before joining the Mexican government, he was a fellow of the London School of Economics, where he lectured and taught courses in Environmental Impact Assessment and Environmental Policy, and supervised master’s dissertations. Rolando has also been an associate of the Oxford Institute of Energy Studies and IHS Cambridge Energy Research Associates (IHS CERA), and was a recipient of the British Chevenning Scholarship in 2001.
