Abstract

The Gulf region is undergoing an energy transition, and the electricity sector is crucial to its success. Since 2001, the region’s interconnections have allowed electricity trade among the Gulf Cooperation Council (GCC) countries. Its continued interconnection expansion within the GCC and Middle East and North Africa (MENA) region, joint planning and operations, and market integration can accelerate energy sustainability, reduce costs, enhance the global energy competitiveness of GCC countries, and improve resiliency and reliability.

Marie is a Senior Fellow in the Utilities & Renewables Department. Since she joined KAPSARC in 2021, her research has focused on power system modeling (KAPSARC Power Model), market designs for energy transitions, and framework analysis for reliable and resilient power systems.

Prior to joining KAPSARC, Marie worked as a Research Engineer within the Research and Development (R&D) unit of the utility group EDF in Paris, France. During her EDF journey, she worked on long-term and short-term electricity market design, the transmission grid at the European scale, and smart-charging opportunities for electric vehicles. Marie also worked as a researcher within the Market Department of the French Transmission System Operator RTE.

Marie holds a Ph.D. in Economics from Dauphine University, PSL (France), an M.Sc. in Environmental and Energy Economics from Ecole des Ponts ParisTech (France), and a M.Sc. in Engineering from ENSTA Institut Polytechnique de Paris (France).

Sandrine Wachon is a Visiting Researcher in the Utilities & Renewables Department at KAPSARC, with extensive expertise in power sector reforms, regulation, and market design. Her career began at RTE (Réseau de Transport d'Électricité), the French transmission system operator (TSO), where she managed projects in Southeast Europe, including establishing Serbia’s TSO. She later led international business development at EPEX SPOT, founding power exchanges in Hungary and Serbia and contributing to the expansion fo the European internal power market. Sandrine advised public authorities globally on power trading and financial clearing solutions. Since 2022, she has worked as an independent consultant, advising on impact investments in energy and power market organisation and design. Additionally, she lectures in environmental economics at the University of Corsica and has previously taught at La Sorbonne. Sandrine holds a Ph.D. in Economics from La Sorbonne, a degree in Vietnamese from Langues’O, and is an alumna of the European Executive Programme at the École Nationale d’Administration.
