يشغل د. مونكلبان منصب زميل أول في برنامج المناخ والاستدامة. تمتد خبرته لأكثر من 20 عامًا في المنظمات الدولية ومراكز الفكر والقطاعين الحكومي والخاص. تشمل اهتماماته البحثية تغير المناخ والتجارة والقدرة التنافسية والجغرافيا السياسية والتي عكف على تدريسها. قاد العديد من المشروعات البحثية والاستشارية رفيعة المستوى في جهات مثل الأمم المتحدة والمنتدى الاقتصادي العالمي. يحمل درجتي ماجستير في القانون والاقتصاد ودرجة الدكتوراه في علوم الاستدامة من جامعة جنيف، وهو حاصل على شهادة تخصصية في مجال التمويل من كلية هارفارد للأعمال.

It highlights the need for a paradigm shift to align trade with climate goals, leveraging institutions like the WTO to foster low-carbon industries and equitable outcomes, with insights for Saudi Arabia and future research.

This complexity underscores the importance of carefully crafted policies that drive climate progress without compromising economic stability.

Towards a Global Framework for Low-Emission Hydrogen: Certification and Trade in International Collaboration

The international certification and trade of low-emission hydrogen are critical for decarbonizing hard-to-abate sectors such as heavy industry and transportation. However, fragmented regulatory frameworks across jurisdictions pose significant barriers to scaling global trade and investment. This paper questions the effectiveness of existing collaborative hydrogen initiatives and proposes the formation of a “Low-Emission Hydrogen Club” as a solution to unify certification frameworks and harmonize standards. By fostering plurilateral cooperation, such a club could accelerate market activation and enhance investment in low-emission hydrogen technologies.
