Job Description

The Director, Human Resources is the chief personnel officer of KAPSARC and works with the president and other senior management to design, develop and implement effective workforce strategies and tactics in support of KAPSARC’s mission and objectives. As such, the Director oversees all human resource functions, including recruitment and employment services, compensation and job evaluation, benefits, labor and employee relations, relocation, staff training and development, records management and HR information systems. The Director is also responsible for monitoring the health and wellness services provided to KAPSARC researchers, administrative staff, and their families.

Required qualifications

  • University degree in human resources, industrial psychology or related field
  • Extensive work experience in HR management with increasing responsibilities
  • Thorough knowledge of laws and regulations governing human resource functions
  • Excellent command of the English language (spoken/written)
  • Saudi Nationals Only

Experience

  • Knowledge of the overall HR operations of a medium-sized organization including the following areas; employment laws, codes and legislation, employee relations, benefit development, design and administration, compensation, HR information systems and employee development
  • Strategic thinker and planner
  • Ability to work and communicate effectively with all constituencies in a diverse environment
  • Ability to effectively coach superiors and subordinates in performance improvement
  • Able to recognize symptoms of organizational difficulties and take pro-active steps to prevent them
  • Experience in successfully orchestrating change, particularly in an academic or research environment
  • Must possess strong organizational/time management skills
  • Ability to prepare budgets
  • Strong analytic and problem-solving skills
  • Ability to work under tight deadlines and able to handle last minute changes
  • Work closely with KAPSARC leadership in the development and implementation of strategic and tactical plans, ensuring all human resource programs are in alignment and support KAPSARC’s mission and objective
  • Serve as a personal advisor to the President concerning all human resources and community issues impacting KAPSARC
  • Lead the continuing effort for center performance improvement, including the development of a balanced scorecard type measurement and accountability system. Also lead the center change management efforts indicated by this system
  • Assist executive management in designing and implementing effective management development programs to assure optimum effectiveness of the management team
  • Responsible for the design and development of the compensation and benefits programs to include over base and variable pay programs where required to be market competitive. Select and establish relationships with selected external research centers for future benchmarks to ensure competitiveness
  • Responsible for the design and development of flexible HR Policies & Procedures for all employee and support groups with the overall objective to keep it simple
  • Responsible for the recruitment & staffing activities and related on-boarding processes and orientation programs.
  • Provide advice and guidance in compensation matters concerning staffing/salary placement, while ensuring internal and external equity is achieved for professional, administrative, support staffing and other groups
  • Provide oversight for the design & development of KAPSARC organizational structure and position descriptions while ensuring proper reporting relationships and related compensation
  • Direct studies in all matters relating to employment conditions such as: housing, education of eligible dependents, medical and health provisions, repatriation, and etc.
  • Responsible for overall coordination of HR related matters with appropriate internal organizations and external vendors such as; finance, tax, legal, payroll, government affairs, HR vendors, etc.
  • Work with the Office of Public & Government Affairs to obtain residence visas, visit visas, work permits and all other official documentation for employees.
  • Coordinate response with Government Affairs in employee emergency situations
  • Ensure that appropriate HR information systems and processes effectively capture and maintain all necessary personnel information on KAPSARC employees, and that employees receive accurate vital information on a timely basis
  • Develop training strategies and programs to provide opportunities for professional staff development, improved organizational effectiveness and increased productivity
  • Work with consultants, vendors and advisory committees to conduct studies analyzing the pros and cons of new and alternative workplace and benefits initiatives
  • Monitors all HR department budgets, fiscal operations and reports
  • Manage direct reports to perform their assigned tasks and achieve their performance objectives, including budgetary control, through ongoing feedback, coaching and facilitation
  • Develop a smooth functioning, customer-service oriented HR organization with clear definition of roles and responsibilities
  • Coordinate planning and implementation with other functions to ensure alignment of objectives and action plans
  • Work with Public Relations in the design and development of communications covering all HR related matters, including newsletters, employee handbooks, website design, and group presentations
  • Provide leadership and direction in development of an employee recognition programs
