About

Dr. Raed Ali Al-Mestneer is a Fellow in the Oil and Gas team at KAPSARC. His work focuses on economic diversification, industrial development, and econometric modeling, with an emphasis on forecasting oil demand across key sectors, including transport, petrochemicals, power, and buildings. He currently serves as co-chair of the T20 Task Force on Accelerating Climate Action and the Just Energy Transition under South Africa’s G20 presidency. Before joining KAPSARC, Dr. Raed worked at S&P Analytics in New York, where he contributed to the design of Saudi Arabia’s first probability of default model. He has led and contributed to several G20 initiatives and has represented KAPSARC at major IAEE and GCC energy events. He also pioneered applied econometrics training at the KAPSARC Academy in collaboration with LUISS Business School. Dr. Raed holds a Ph.D. in Economics from Southern Illinois University and an M.S. in Economics from California State Polytechnic University.
