Saudi Arabia’s cement sector is large, regionally concentrated, and pivotal to Vision 2030 delivery, but it is also highly carbon intensive. In this study, we estimate sectoral emissions and capture potential using a facility-level screening approach linked to prospective storage and utilization hubs, applying standard retrofit cost relationships and conservative capture rates to determine technical potential and CO2 capture capital investment. Total sector emissions in Saudi Arabia are estimated at 37.7 megatonnes of CO2 per year, of which roughly 70% are process (i.e., calcination) emissions and 30% are combustion-related.
