This paper shows that advanced technology is not only a driver of productivity, but also a critical instrument of climate adaptation policy. We first provide empirical evidence that a 1% increase in climate vulnerability reduces output by 0.436%, while greater adoption of advanced technologies can offset about 10% of this loss, highlighting an important role for policy in promoting technological upgrading in climate-exposed economies.
