While Middle East and North Africa (MENA) countries have historically relied on national fossil-fuel resources for electricity, Egypt, Oman, Saudi Arabia, and the UAE have announced ambitious hydrogen production and export targets. Most existing studies estimate green hydrogen costs from dedicated off-grid renewables, with limited attention to producing hydrogen from interconnected power grids. This paper addresses that gap using an hourly capacity expansion and dispatch model covering nine interconnected Middle Eastern countries.
