Abstract

The international certification and trade of low-emission hydrogen are critical for decarbonizing hard-to-abate sectors such as heavy industry and transportation. However, fragmented regulatory frameworks across jurisdictions pose significant barriers to scaling global trade and investment. This paper questions the effectiveness of existing collaborative hydrogen initiatives and proposes the formation of a “Low-Emission Hydrogen Club” as a solution to unify certification frameworks and harmonize standards. By fostering plurilateral cooperation, such a club could accelerate market activation and enhance investment in low-emission hydrogen technologies.

Wolfgang Heidug is an expert in low-carbon energy technology policy, with a specialized focus on the science and technology of carbon capture and storage (CCS). He currently serves as a Visiting Researcher at KAPSARC, having previously been a Senior Research Fellow there from 2015 to 2020. Before joining KAPSARC, Wolfgang was a Senior Adviser at the International Energy Agency (IEA) in Paris, where he contributed to policies related to CCS. Wolfgang’s career spans over two decades with the upstream sector of Shell International in The Hague, where he held various roles, including General Manager for CO2 Policy. He holds a Ph.D. in Engineering from Brown University, along with M.A. degrees in Physics and Economics from German universities.

Rami Shabaneh is a senior fellow in the Oil and Gas program, with a focus on global gas and hydrogen markets. Rami has nearly 15 years of research and industry experience analyzing energy markets and energy policy. Before joining KAPSARC, Rami worked at Cenovus Energy as a market fundamentals analyst, providing analytic support on specific issues affecting North American gas, natural gas liquids and condensate markets. His work informed the company’s hedging strategies. Before working at Cenovus Energy, Rami spent three years as a research economist at the Canadian Energy Research Institute. He holds a B.Sc. in actuarial science and an M.Sc. in sustainable energy development from the University of Calgary.

Emre Hatipoglu is a fellow in the Oil and Gas program and leads the research project Energy Markets and Geopolitics. In this project, Dr. Hatipoglu and his colleagues assess how political events (e.g., international conflict, economic sanctions, international treaties) and global energy markets interact.

Prior to KAPSARC, Dr. Hatipoglu was associate professor at the Faculty of Arts and Social Sciences at Sabanci University in Istanbul and a a visiting Fulbrighter during the 2017-2018 academic year at Columbia University. He also served on the advisory board of Sakip Sabanci Center for Turkish Studies at Columbia University between 2016-2018. Dr. Hatipoglu’s work has been published in various scientific journals, such as the Journal of Politics, Energy Research and Social Science, Energy Reports, Foreign Policy Analysis, the Journal of Commodity Markets, and Defence and Peace Economics, among others. He is the editor-in-chief of the journal Energy Transitions, and serves on the editorial board of the International Studies Review.

Dr. Monkelbaan is a Senior Fellow in the Climate & Sustainability Department. He has 20+ years of experience in international organizations, think tanks, government, and the private sector. His research interests are in climate change, trade, competitiveness, and geopolitics. Dr. Monkelbaan has taught on these topics, and he has led numerous high-level research and advisory projects in institutions such as the United Nations and the World Economic Forum.
