Abstract

The COVID-19 pandemic has interrupted economic and social activity globally at an unprecedented pace. The international movement of goods has been limited to the necessary minimum, often solely for deliveries of protective and healthcare equipment. Many governments have imposed strict international travel bans to limit the risk of importing the virus, or at least to sharply reduce the inflow of infected persons.

David was a research fellow who contributed a better understanding of the current and future economic environment of a changing region. He was mainly interested in the development of models for policy analysis and forecasting. At the same time, he was involved in projects related to the Vision 2030 program, focusing on the economic transformation and diversification of the Saudi economy.

Prior to joining KAPSARC, David worked at the European Commission, European Central Bank, Moody's Analytics and the Czech National Bank. In these institutions, he participated in economic policy analysis, forecasting and research. He also served as a consultant to central banks in the CEE region, managing a variety of economic modeling projects. David led courses in econometrics and operations research during his Ph.D. studies.

Abdulelah is an Economist and Research Fellow at KAPSARC with expertise in various fields, including macroeconomics, energy, international trade and investment flows, financial development, and public policy. He currently leads the project, “Applying Behavioral Economics Methods to Energy Policymaking in Saudi Arabia," which led to the first randomized controlled trial for electricity consumption. Additionally, he is a contributor on other projects, such as the “KAPSARC Vision 2030 Input-Output Tables”, “Economic Growth and Energy Transition Pathways”, “CGE Model for Economic Policy Analysis in Saudi Arabia”, and “Modeling Energy Consumption and its Impact in Saudi Arabia.” His work has been published in top-tier peer-reviewed journals in the field of energy economics.

As a passionate advocate for evidence-based policymaking, Abdulelah is committed to using his expertise to help shape the future of energy and economic policy in Saudi Arabia and beyond, having worked on many projects for the energy ecosystem. He is also a sought-after speaker and panelist on economic and energy policy, having participated in several high-profile events and discussions. In 2020, during the Saudi G20 presidency, he was a member, co-author, and task force coordinator for the Trade, Investment, and Growth Taskforce for Think20 (T20), the official Engagement Group of the G20.

Before joining KAPSARC, Abdulelah worked as an economic consultant, providing policy analyses, modeling, and forecasting the impacts of public spending on social and economic indicators. He obtained a master’s degree in Applied Economics and a bachelor’s degree with Honors in Banking and Financial Economics. He received the King Abdullah Scholarship and is a member of the Saudi Economic Association and the Saudi Association for Energy Economics. He has also been inducted into the ISPI’s Next Forum of Future Leaders.

Abdel is a geospatial leader, certified in GIS (GISP), with over 18 years of experience in GIS and spatial data management. He has a proven track record of leading and delivering enterprise GIS projects for international corporations in North America and the Middle East.

His work focuses on spatial economic modeling to better understand and forecast the interactions between economic activities, energy demand, land use, and transportation in urban areas.

Before KAPSARC, Abdel worked for world-renowned, global companies, such as Accenture and ESRI, in North America and the Middle East. He served as a technical leader and a senior consultant, guiding clients in the energy sector on how to extract value out of geospatial data assets and GIS investments. Abdel holds an M.Sc. in geomatics engineering from the University of Calgary, Canada.
