Navigating the Trade and Climate Change Nexus

Navigating the Trade and Climate Change Nexus

As global efforts to tackle climate change intensify, the intersection of trade and climate policy is increasingly critical. Trade can drive access to clean energy technologies and promote sustainable practices but also risks amplifying emissions through carbon-intensive industries and uncoordinated policies. This paper examines how fragmented environmental standards, trade barriers, and green subsidies hinder competitiveness and climate progress. It highlights the need for a paradigm shift to align trade with climate goals, leveraging institutions like the WTO to foster low-carbon industries and equitable outcomes, with insights for Saudi Arabia and future research.

Competing in a Carbon-Constrained World: Exploring the Emerging Concept of Carbon Competitiveness

Competing in a Carbon-Constrained World: Exploring the Emerging Concept of Carbon Competitiveness

The interplay between climate policies and economic competitiveness is increasing rapidly. In response, the concept of carbon competitiveness is emerging as a crucial factor that is shaping the future of global trade and climate action. The central challenge lies in balancing the need to reduce greenhouse gas (GHG) emissions with the goals of providing secure and affordable energy, and sustaining economic growth. This complexity underscores the importance of carefully crafted policies that drive climate progress without compromising economic stability.

Towards a Global Framework for Low-Emission Hydrogen: Certification and Trade in International Collaboration

Towards a Global Framework for Low-Emission Hydrogen: Certification and Trade in International Collaboration

The international certification and trade of low-emission hydrogen are critical for decarbonizing hard-to-abate sectors such as heavy industry and transportation. However, fragmented regulatory frameworks across jurisdictions pose significant barriers to scaling global trade and investment. This paper questions the effectiveness of existing collaborative hydrogen initiatives and proposes the formation of a “Low-Emission Hydrogen Club” as a solution to unify certification frameworks and harmonize standards. By fostering plurilateral cooperation, such a club could accelerate market activation and enhance investment in low-emission hydrogen technologies.
